In the Martian year 79 on the second moon of Mars, Capitol City sits like a fortress. A conglomeration of corporations, Capitol City is run by private interests that compete for city contracts. Government officials are appointed by Earth regents. But these government jobs have no influence.

Earth's resources are being drained at an alarming rate by Capitol City's one-sided trade agreements. Earth faces worldwide economic collapse. In response, the united Sovereign Earth (USE) implements tougher and tougher trade restriction and tariffs. This cuts off supply lines.
